Most whites who lived in North Carolina did not own slaves, although 1/3 of the states population in 1860 were slaves. North Carolina was the first state in the south to set up a tax system of public schools. In 1868 a new state constitution was adopted. Agriculture decreased around this time because the entire nation was having problems after the Civil War.
By the time the twentieth century rolled around North Carolina was making alot of progress. In 1931 North Carolina adapted a program that catered to all the needs of children, such as the handicaped and gifted. Industrial and manufacturing jobs started to grow. This allowed the state to improve the quality of life for those living in North Carolina because the state had more funds to do so.
